1) The city of St. Louis.

2) The surrounding area.



The city of St. Louis is not part of the surrounding area since they aren’t part of any county. For some reason the decision was made to keep St. Louis out of the “rural” county. Nowadays there is no way the county will allow St. Louis city to join. There are a variety of reasons, but crime is a big one.

At the end of a June a world record number of car break ins occurred in downtown St. Louis. The only thing you need to know is that the city police department knows this is a problem. Captain Michael Caruso said:

It was a target-rich environment for the thieves.
